About the Event:

The Norwegian Agency for Development Cooperation (Norad) has committed to providing grant funding to ATI, valued at USD56m. The grant is geared towards the continued implementation of ATI’s Regional Liquidity Support Facility (RLSF) and increased support for the off-grid sector and other eligible forms of distributed renewable energy.

RLSF was launched in 2017 by ATI and the KfW Development Bank to address short-term liquidity risks in the financing of small and medium-sized renewable energy projects in sub-Saharan Africa. With the new partnership, RLSF has been enhanced to make its contractual structure simpler, cheaper and for the product to be easily deployed. About the event:

In 2020, public debt in sub-Saharan Africa (SSA) increased sharply by more than 6% to reach an average debt-to-GPD ratio of 58%, the highest in close to two decades. The burden of debt service-i.e. interest payments on the other hand accounted for 20% of tax revenue on an average and up to 30% in some countries. That said, Africa’s rising debt level was already a subject of concern regionally and globally before the on-set of the pandemic.

Whereas the G-20 Debt Service Suspension Initiative (DSSI) has helped countries concentrate their resources in fighting the pandemic and safeguarding the lives and livelihoods of the most vulnerable, the debt repayment standstill expires in December 2021, and obligation to service debt and interest resumes thereafter- in spite of the significant short-term savings. Subsequently, significant challenges lie ahead especially for countries that are at high risk of debt distress. The option of the G-20 Common Framework has on the other hand raised concern especially among rating agencies, since the spirit of the Common Framework is that private debt relief should be delivered on the same terms as official debt. The question arising from these developments is whether Africa is caught in a vicious circle.

Save the date for this candid discussion as the ATI, along with some of our partners, discuss why global debt initiatives are not delivering desired results, and as we consider alternative solutions to the problem of African debt. These will include credit enhancement structures that support Governments debt management objectives, which potentially allows for refinancing of existing costly debts.

In a year like no other, the COVID-19 pandemic is changing the social, economic and political landscape globally. In this edition of the Roundtable, we focus on what this means for Africa. With expert moderation provided by Dr. Robert Besseling of EXX Africa, we take a future perspective by looking at the prospects for growth in the coming months.

Ratings agencies play an outsized role in determining the prospects for many African countries. The session will also address current and topical questions related to ratings and debt forgiveness – Will trends in Africa mirror those around the world and what role could the Debt Service Suspension Initiative (DSSI) play in the ratings decisions? Is the outlook one of Optimism, Pessimism or Realism? David Rogovic, Vice President – Senior Analyst, Sovereign Risk Group at Moody’s Investors Service will address these questions and more.

In response, we have invited four African countries – Ghana, Senegal, Togo and Uganda to give their take on these issues. Senegal’s Minister of Economy, Planning and Cooperation, H.E. Amadou Hott, will kick off this year’s programme. Lauded by the international community for its successful handling of the pandemic, Senegal is in many ways a beacon for the rest of the continent and H.E. Hott will shed some light on Senegal’s plans for future growth as they move into a post-COVID positioning.
